The Sangguniang Panlungsod (SP) of Bacolod City approved during the midweek session the resolution authored by Councilor El Cid Familiaran to require restaurants, food chains and other food establishments to serve half cup of cooked rice to customers if ordered.
Familiaran said, this is considering that the City of Bacolod is dependent in its rice consumption elsewhere, it shall seriously consider its shortage of rice and its continued price increases. Hence, any measure that would lessen its harsh effect should be taken into account. Among the measures which are considered doable and proactive in mitigating the impact of rice shortage and increasing its prices is to limit the wastage of rice that is served in restaurants and food chains, or such any other food businesses in the City by requiring them to serve one half (1/2) cup of cooked rice if requested by a customer. Actually, Familiaran said, countries that are hit by rice shortage are Bangladesh and China. Analysts conclude that, the causes of shortage and high prices of rice are diverse, which vary from country to country. Among other reasons include natural disasters or adverse weather patterns; high cost of fuel which adds to transport costs, hoarding and smuggling and indiscriminate conversion of agricultural lands. Philippines relies on rice imports from other Asian countries, particularly Vietnam, Thailand and Japan. In 2008, it was reported that our country has 4.2 million hectares of land devoted to rice production, but just 1.4 million hectares of which are irrigated. Therefore, Familiaran said, the Half Cup Rice Serving for Food customers in Bacolod City shall be enforced. So all businesses that operate in the City are hereby mandated to serve half cup of cooked rice when ordered by a customer. Penalty of this ordinance are: 1st Violation - A fine of not more than P2,000.00 or a penalty of imprisonment of not more than four months or both fine and imprisonment at the discretion of the Court; 2nd Violation - A fine of more than P2,000.00 but not more than P3,500.00 or a penalty of imprisonment of more than four months but not more than five months or both fine and penalty at the discretion of the Court; 3rd Violation - A fine of P 3,501.00 but not more than P5,000.00 or a penalty of six months or both fine and penalty at the discretion of the Court. For the period July 2013 to June 2014, Councilors El Cid Familiaran and Caesar Distrito, top performers in the Sangguniang Panlungsod (SP) of Bacolod city, have the most number of ordinances passed.
As reported by SP Secretary Atty. Vicente Petierre III, the two councilors have authored 5 city orddinances each out of 26 city ordinances approved in the said period. Following them is Coun. Wilson Gamboa Jr. having authored four ordinances and Coun. Sonya Verdeflor authored three. Councilors Jocelle Batapa-Sigue and Archie Baribar authored two ordinances each, while Councilors Alex Paglumotan, Carlos Jose Lopez, Ana Marie Palermo, Claudio Puentevella, and Roberto Rojas authored one ordinance each. Petierre said Distrito also authored 245 resolutions out of the total 948 resolutions passed from July 2013 to June 2014. Gamboa authored 99 resolutions, Paglumotan – 92, Baribar – 65, Councilor Noli Villarosa – 65, Lopez – 60, Familiaran – 51, Batapa-Sigue – 51, Verdeflor – 48, Rojas – 39, Palermo – 33, and Ang 30. Familiaran said he has also resolved and approved by the SP to request Pres. Benigno Aquino III through the Philhealth president Alexander Padilla to increase the hemodialysis treatment to kidney patients from 45 to 90 sessions under the Philhealth coverage. He is also requesting the Negrense congressmen to donate hemodialysis machines to the Corazon Locsin Montelibano Memorial Regional Hospital. The present hemodialysis machines at the said hospital are not enough to serve the bulk of kidney patients in Bacolod City and Negros Occidental. These 12 to 15 feet Palosanto trees were planted by Councilor Familiaran right after the passage of City Ordinance 533, Series of 2011, which he authored. Barely three years hence, these grown trees made a difference, at least, along that area. The election of Councilor El Cid M. Familiaran as the President of the NOHS Batch 1978 has proven to be beneficial for the whole community of the Negros Occidental High School. Conscious of their responsibility towards their Alma Matter,the members of NOHS Batch ‘78, led by their newly-elected president, Councilor El Cid Familiaran recently donated a complete set of Close Circuit Television (CCTV) Camera to the Negros Occidental High School, which was received by the School Principal, Mr. Mario Amaca, with the presence of Ms. Eulalia Gargaritano and Mr. Dannie Clark, the heads of Science and English Departments, respectively. With the selfless effort of the NOHS Batch ‘78, NOHS perhaps is the first public school in the Province of Negros Occidental to have a CCTV Camera -, a 32 inches flat screen monitor and 16 CCTV cameras with complete accessories that is now ready to be installed in the different corners inside the school campus, which, in this modern times is considered as an effective tool to deter or curve crimes. Previously, aimed to protect members of school communities, especially students from the increasing criminalities in the school campus, Councilor El Cid M. Familiaran, Chairman of the SP Committee on Police, Security and Jail Management & Penology authored a City Ordinance No. 08-14-667, Series of 2014, entitled, “An Ordinance Installing CCTV Camera in all City’s Public Elementary and High Schools.” This C.O. # 08-14-667 mandates the City to provide CCTV Camera in all public elementary and high schools, with the objective to curb, if not totally eliminate, commission of crimes within the premises of City’s public elementary and high schools. After commending Mayor Puentevella for his unwavering support to promote the city, Councilor Sonia Verdeflor also echoed Councilor Kalaw’s message that the city still has a lot to offer to tourists. It will run through May with a slew of activities including drag races, parties, holy week events, food fair, fashion show, sporting spectacles and exhibits.* Negros Daily Bulletin Major streets of the city and crime-prone areas will soon be equipped with Close Circuit Television (CCTV) as the City Peace and Order Council (CPOC) had finally approved the Local Anti-Criminality Action Plan, during its regular meeting last Friday, March 28 at Masskara Hall of the Bacolod People’s House.
The plan was proposed by P/C Insp. Noel Polines of the Bacolod City Police Office BCPO) and unanimously approved by the council presided by Councilor El Cid Familiaran, chairman of the Committee on Police, BJMP and Security. "The council has adopted and approved the Local Anti-Criminality Action Plan that includes the installation of CCTV in major thoroughfares of the city", Polines said. The main purpose of the CCTV is to monitor and minimize crime in the city since theft and robbery ranks among the case filed based on the records of the BCPO, Polines pointed out. As chairman of the council, Bacolod Mayor Monico Puentevella assured that he will look for budget so that CCTV’s will be purchased as soon as possible. The installation of this ‘hi-tech’ equipment is a preparation for the Asia Pacific Economic Cooperation (APEC) 2015 conference, according to Puentevella. He also asked the help of the BCPO and the Philippine Army to continually secure peace and order, adding that he has positive feedback that Bacolod will get the ‘hosting right’ of one of the conferences of APEC. "The number one consideration of APEC Organizing Committee is peace and order. We have to show to them that Bacolod is a safe place and we have the best police security procedure", Puentevella stressed. Aside from CCTV’s, Puentevella bares his plan to purchase 10 additional patrol cars and new traffic lights as he admitted that most traffic lights are not functioning.
